NACDS Foundation and LearnSomething offer convenient solution for plans and pharmacies
Alexandria, Va. – The National Association of Chain Drug Stores (NACDS) Foundation and LearnSomething, Inc. today announced that their fraud and abuse training program, which is currently available, is designed to satisfy requirements for such training that are included in a new Medicare Part D regulation.
The Centers for Medicare and Medicaid Services (CMS) rule requires Part D Prescription Drug Plans (PDPs) and Medicare Advantage (MA) plans to ensure that “downstream entities” (including pharmacies and pharmacists) receive training on fraud, waste, and abuse (FWA). CMS states that pharmacists should receive “specialized” training on an annual basis. PDPs and MA plans will be responsible for oversight of the training, and CMS will verify that the training occurs through audits.
In comments to CMS, the National Association of Chain Drug Stores opposed the training mandate because of its costs to pharmacies and the lack of evidence that such training is necessary. Nevertheless, now that CMS has issued a rule that mandates training, the NACDS Foundation is prepared to help pharmacies satisfy the training requirement.
The Foundation is already at the forefront of efforts to combat fraud, waste, and abuse. Just over a year ago, the NACDS Foundation joined with online training provider LearnSomething to launch a voluntary FWA training program for pharmacies. The NACDS Foundation and LearnSomething are offering this streamlined system designed to meet CMS’ requirements and address the needs of participating plans and providers.
The online training program was created to help educate and train employees on Federal laws and guidelines related to fraud, waste, and abuse. The program helps employees to prevent FWA in government health care programs such as Medicare and Medicaid. Designed to be flexible enough to meet the specific training needs of individual companies, the program can be customized to include each company’s policies and procedures.
“The NACDS Foundation/LearnSomething program is an established training platform on the prevention of fraud, waste, and abuse,” said Don Bell, senior vice president of legal affairs and general counsel. “This is an opportunity for plans and pharmacies to adopt a training program designed to meet federal requirements and maximize efficiency.”
The new requirements from CMS will go into effect on January 1, 2009, giving pharmacies eleven months to train their personnel.
