Treating Pain and Preventing Abuse and Diversion

Both the under-treatment of pain and opioid drug abuse are serious problems in our society.

Both the Food and Drug Administration (FDA) and the Drug Enforcement Administration (DEA) have recommended that the makers of new scheduled opioid analgesics develop Risk Management Programs (RMPs) that contain strategies for addressing abuse and diversion.

One of the key parts of the RMP is an educational program "assuring the safe prescribing of the product by physicians."

At the completion of this program, the participant will be able to:

  • Recognize the need for opioid analgesics to treat severe pain
  • Understand the "street" market for controlled substances
  • Interpret current statistics on prescription drug abuse and diversion (e.g., the National Survey on Drug Use and Health)

Meth Guard™ Combat Methamphetamine Epidemic Act of 2005

Assisting community pharmacies to combat methamphetamine misuse and abuse by the public is the objective of a new training program, called the MethGuard™ Combat Methamphetamine Epidemic Act of 2005 training program, developed jointly by the National Association of Chain Drug Stores Foundation and LearnSomething Inc. This new initiative was created to comply with employee training and education requirements of the Combat Methamphetamine Epidemic Act of 2005. The Act mandates that retailers provide training to all employees involved in the sale of any over-the-counter product containing pseudoephedrine, ephedrine, or phenylpropanolamine – and to certify with the Drug Enforcement Agency that the training has been completed. Beginning April 7th 2006, all retailers are now required to enforce daily sales limits on these products. Other requirements for employee training, product placement, consumer identification, and logging processes go into effect on September 30th 2006.

Preventing Fraud, Waste & Abuse

As part of the Medicare Part D – Prescription Drug Benefit, CMS released final guidance in April 2006 for compliance guidance to all Medicare Part D Sponsors titled “CMS Prescription Drug Benefit Manual, Chapter 9 – Part D Program to Control Fraud, Waste and Abuse”. Section 50.2.3 of the Manual dictates that all Sponsors and their “downstream entities”, which include pharmacists and pharmacy workforce members engaged in delivering any Medicare services, receive general and specialized training to prevent fraud, waste and abuse.

At the completion of this program, you will be better able to:

  • Identify the elements of our company’s fraud, waste and abuse compliance program
